The Wild Horse Pass Development Authority (WHPDA or Authority) is issuing a Request for Qualifications for Developers for a proposed mixed-use restaurant/entertainment district as well as the development of an entertainment venue to be located adjacent to the Wild Horse Pass Casino and connecting it to the Phoenix Premium Outlets.
