Informational Proposal Conference: An informational conference will be held on Wednesday, September 9, 2015 in the Council Chambers of Visalia City Hall, 707 W. Acequia Avenue, Visalia, CA 93291 beginning at 11:00 a.m.. This will be an opportunity for interested proposers to ask questions about the scope of work required.

General Information: The City of Visalia is looking to sell land next to the Convention Center to encourage hotel development in that area. To that end, the City of Visalia is requesting proposals to sell City owned property adjacent to the Convention Center to qualified and experienced hotel developers for the development of a hotel. Potential sites available include 315 E. Acequia Avenue (APN 094302013) which currently serves as a city hall office, a portion of 301 E. Acequia Avenue (APN 094302016) that currently serves as an outdoor patio area in between the Convention Center and the city hall site, APN 094302020 which is currently a parking lot adjacent to the Convention Center to the south, and APN 094302019 which is currently a parking lot to the east of the Convention Center. A detailed aerial map including potential site locations is available in the RFP Document.

The City is seeking proposals that will:

a) Improve the use of the Convention Center (e.g. making available room nights for Conventions, assisting with marketing and sales).

b) Maximize the benefits to the City (e.g. payment to City, increases in transient occupancy, sales, and/or possessory taxes, positive economic impact to the Downtown area and City of Visalia).

  • The City will prefer proposals that do not include fee abatements or other such subsidy requests c) Demonstrate economic feasibility and the experience of the Developer with similar projects. Preference will be given to proposals demonstrating track records of success with similar ventures.

d) Demonstrate feasibility and clarity of the proposed legal structure of the entity(s) responding to this RFP and the feasibility and clarity of the proposed management structure for facility operation.

e) Demonstrate the highest quality of project design while accommodating the needs of the community. f) Identify expected impacts on any of the area’s commercial properties and how they will be mitigated, keeping in mind the diverse culinary and entertainment offerings in the immediate vicinity.

  • With these constraints, it is understood that a full service hotel may not be the best fit. g) Include a commitment letter from the Developer’s hotel brand

h) Purchase the necessary property at appraised value

This Request for Proposal is being issued and received by the City of Visalia Purchasing Division.
