The Wild Horse Pass Development Authority (WHPDA or Authority) is issuing a Request for Qualifications for Developers for a proposed mixed-use restaurant/entertainment district as well as the development of an entertainment venue to be located adjacent to the Wild Horse Pass Casino and connecting it to the Phoenix Premium Outlets. The site located between the Casino and Phoenix Premium Outlets is a key development opportunity. Hunden Strategic Partners is advising the Authority and co-managing the process with the Authority.

The Authority invites firms experienced in developing and operating restaurant/entertainment districts and/or entertainment venue projects to submit a package outlining their qualifications in response to this RFQ. The Authority seeks to establish a shortlist of qualified Developers that will be invited to move forward in the process. Developers can choose to submit qualifications for one or both opportunities.

Although a visioning, market and financial feasibility study was completed in 2016 by HSP and Gensler regarding this development opportunity, the Authority invites creativity and new ideas to enhance the vision. In general, the project involves the development, construction, leasing and operation of a mixed-use development that will incorporate restaurant, bar, event, entertainment, and potential office uses. The RFQ will outline the scope of services requested by the Authority.

For Part I, firms will provide a written response outlining their qualifications.

We believe that providing a walkable restaurant and entertainment district connecting these assets will provide our visitors with more options to enhance and extend their stay. We also expect that there will be significant synergies with our existing destinations, including the Sheraton Grand Resort and Spa, Whirlwind Golf Club, Motorsports Park and Rawhide Western Town & Event Center.”
